About the ELDT regulations

FMCSA’s Entry Level Driver Training (ELDT) regulations establish the minimum training standards for new drivers. These rules apply to individuals aiming to:

• Obtain a Class A or Class B CDL for the first time;

• Upgrade an existing Class B CDL to a Class A CDL; or

• Secure a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.

It’s important to note that these regulations are not retroactive. Therefore, individuals who received a CDL or an S, P, or H endorsement before February 7, 2022, are not required to complete the training for that CDL or endorsement.

Additionally, if an applicant obtained a Commercial Learner’s Permit (CLP) before February 7, 2022, and then secures a CDL before the CLP or its renewal expires, the ELDT requirements do not apply.

Similarly, anyone who qualifies for one of the exceptions under 49 CFR Part 383 for taking a skills test is also exempt from the ELDT requirements.
